The raw materials for preparing the cement admixture from the electrolytic manganese residues are prepared from the following components in parts by weight: 60-80 parts of electrolytic manganese residues from which ammonia nitrogen and manganese are removed, and 20-40 parts of a water reducing agent. Wherein the raw materials for removing the ammonia nitrogen and the manganese in the electrolytic manganese residues comprise the following components in parts by mass: 16-45 parts of the electrolytic manganese residues, 4-10 parts of citric acid and 45-80 parts of pure water. The preparation method for preparing the cement admixture from the electrolytic manganese residues comprises the following steps: removing ammonia nitrogen and manganese in the electrolytic manganese residues in a leaching manner through mechanical oscillation, and then mixing the electrolytic manganese residues without the ammonia nitrogen and the manganese with the water reducing agent according to the formula proportion to prepare the cement admixture. The cement admixture prepared by the method is good in retarding performance and high in water-reducing rate.
