The invention discloses a road construction method with a snow-melting and deicing function, which comprises the following steps of: adopting a self-heating snow-melting and deicing device which is modularly designed, during construction, selecting a position which is most easy to freeze as a mounting point, and mounting a mold in a working space according to the designed elevation, size and shape of the self-heating snow-melting and deicing device, then roadbed construction is conducted around the mold; then a heat diffusion pipe is preset on the roadbed, a heat diffusion pipe connector is reserved, and pavement construction continues to be conducted on the periphery of the mold; and after road surface construction is completed, the mold is dismantled, a mounting formed hole is formed, a self-heating snow melting and deicing device is mounted in the mounting formed hole, a snow melting and deicing pipeline module is connected with the surrounding heat diffusion pipe connector, and road construction is completed. The self-heating type snow and ice melting device is adopted, snow and ice melting of the road surface can be achieved without a high-power heating power source, safety, high efficiency and low cost are achieved, modular installation is adopted, the maintenance cost is low, and the self-heating type snow and ice melting device has engineering practical use significance.
