The invention relates to a bridge pier anti-collision and anti-scour facility based on a construction temporary bridge and a construction method. The sacrifice pile comprises an outer pipe pile formed by a temporary bridge pile foundation and a miniature steel pipe pile located in the outer pipe pile, concrete is poured into the outer pipe pile and the miniature steel pipe pile, and the lower ends of the outer pipe pile and the miniature steel pipe pile are buried in a riverbed.
