The construction method is specifically implemented according to the following steps: step 1, drilling a hole in the excavated high and steep slope; 2, a pre-stressed anchor cable penetrates into the drilled hole, and grouting is conducted on an anchoring section in the drilled hole; thirdly, a steel anchor head is arranged, and a jack is arranged on the steel anchor head to conduct primary tensioning on the anchor cable; 4, after the high and steep slope is basically stable, a reinforced concrete plate is permanently constructed, a hole is reserved in the reinforced concrete plate, and the anchor cable in the hole is protected; and 5, the reinforced concrete slab is subjected to 28-day-age equal strength, the steel anchor head anchor cable clamp is loosened through the jack, and then secondary tensioning is conducted through the jack on the basis of the reinforced concrete slab.
