The invention relates to a novel steel-concrete composite beam combined shear-resistant bolt structure which comprises a high-strength bolt, a rubber layer sleeve, a sleeve bolt and a supporting steel beam, a screw of the high-strength bolt comprises a smooth section at the upper end and a threaded section at the lower end, the rubber layer sleeve is arranged on the smooth section of the high-strength bolt in a sleeving mode, and threads are arranged outside the sleeve bolt. The high-strength bolts are arranged in the sleeve bolts, first reserved holes are formed in the supporting steel beams, and the sleeve bolts penetrate through the first reserved holes to be fixedly arranged on the supporting steel beams. According to the combined bolt structure adopting the sleeve bolt and the high-strength bolt with the rubber layer, the bonding between a component and concrete is effectively improved, the overall ductility of the component is improved, and the concrete is effectively prevented from being crushed when being stressed.
