The invention relates to the technical field of road paving, and particularly discloses a municipal asphalt pavement leveling and paving system which comprises a vehicle body, an asphalt tank and a pressing wheel and further comprises a horizontal transverse moving mechanism and a position detecting mechanism, a mounting plate is arranged on a moving part of the horizontal transverse moving mechanism, and a sprinkling irrigation mechanism communicating with the asphalt tank is mounted on the mounting plate; and the position detection mechanism is arranged on the mounting plate and can be driven by the horizontal transverse moving mechanism to detect the position to be repaired, so that the spray irrigation mechanism moves to the position to be repaired to spray asphalt. The horizontal transverse moving mechanism can drive the position detection mechanism to perform movement detection on the road surface, the to-be-repaired area is found through the position detection mechanism, then the to-be-repaired area is sprayed with asphalt through the spray irrigation mechanism, in the process, a worker does not need to move equipment to align a spraying opening to the to-be-sprayed area, and the equipment is convenient to use. The equipment adjusting time is shortened, and the pavement repairing efficiency is improved.
