The device comprises an upper floating disc, an oil absorption sponge, a bottom rotating disc, a propeller piece and an air pump hose, the upper floating disc, a frame and the bottom rotating disc are sequentially positioned and installed, the oil absorption sponge is installed in the inner diameter of the frame, and the propeller piece is welded to the bottom of a disc body of the bottom rotating disc; based on the fact that an air pump hose is installed at the bottom of the circle center of a bottom rotating disc body in a communicating mode, the device is suitable for river channel garbage diversion operation, the whole device is suspended on the river surface, river channel flowing water flows, and the bottom rotating disc drives the whole device to rotate through a propeller piece to divert garbage floating on the river surface to the river edge position; an oil absorption sponge is arranged in the frame to absorb oil stains in a river channel, a pressing spring elastically presses a pressing disc downwards, the pressing disc extrudes the oil absorption sponge, a conical extrusion pin extrudes the sponge to enable a local disc body to deform, a vertical partition plate supports the sponge to enable the sponge to deform locally, and the oil stains are absorbed through a flow guide groove and a flow guide through hole under the action of an air pump hose and an air pump.
