The invention relates to the technical field of cement, in particular to low-heat seawater-resistant cement and a preparation method thereof. The low-heat seawater-resistant cement is prepared from the following raw materials in parts by mass: 0-25 parts of fly ash, 61-90 parts of granulated slag powder and 9-15 parts of an exciting agent. The invention also discloses a preparation method of the low-heat seawater-resistant cement. The low-heat seawater-resistant cement disclosed by the invention has excellent properties of low hydration heat, high fracture resistance and compressive strength, and excellent resistance to corrosion of sulfate, chlorine salt and seawater, has the compressive strength loss rate of less than 7% in 150 times of cycle freezing and thawing, can be applied to ocean engineering foundation reinforced concrete and mortar, and has the characteristics of energy conservation, consumption reduction, waste utilization and environmental protection.
