The water-saving irrigation device comprises a water storage tank, a top shell is installed at the top of the water storage tank, and a water collecting cover is arranged at the top of the top shell; an annular support is fixedly connected to the top of the top shell, a plurality of springs are installed on the top of the annular support in a circumferential distribution mode, the tops of the springs are fixedly connected to the bottom of the water collecting cover, and a connecting pipe is embedded in the bottom of the water collecting cover; when the device is used, a motor is started to drive a gear ring to rotate, a second electric push rod mounted on the gear ring can drive a piston rod downwards to pull a connecting rod, so that a water collecting cover inclines towards the bottom of one side, and first electric push rods on the two sides of a top shell are started to drive a movable rod to move up and down; and when the movable rod moves downwards and is in meshing transmission with the gear, the sealing plate can be driven to rotate upwards, and therefore the opening in the top shell is closed.
