The invention relates to a composite binding agent for a ramming material, a chrome corundum ramming material and a preparation method of the chrome corundum ramming material. The composite binding agent is composed of a base material, cationic starch, oxalic acid and aluminum oxide short fibers. The base material is prepared from the following raw materials in parts by weight: 3 to 5 parts of Suzhou clay, 3 to 5 parts of alumina cement, 3 to 5 parts of active SiO2 micro powder, 2 to 3 parts of ceramic superfine powder, 4 to 6 parts of magnesia fine powder, 1.5 to 2 parts of polyaluminum ferric chloride, 0.5 to 1 part of Cr2O3 micro powder and 0.5 to 1 part of calcium chromate. The composite binding agent has the advantages that the obtained composite binding agent can effectively reduce the sintering temperature of a material and improve the sintering strength and thermal shock resistance of the material; when the obtained composite binding agent is applied to the chrome corundum ramming material, an aggregate structure rich in Cr2O3 can be formed on the surface of electric smelting high-chromium sand, and high-chromium sand aggregate is strongly connected with a matrix, so that the chrome corundum ramming material with low chromium content and high thermal shock stability is formed.
