The invention discloses a foamed asphalt warm mixer which comprises a three-way pipe, an asphalt feeding pipe is arranged at one end of the three-way pipe, a water inlet pipe is arranged at one end of the three-way pipe, mixing pipes are arranged at the other two ends of the three-way pipe, a foaming pipe is arranged at the other ends of the two mixing pipes, a stirring structure is arranged in the three-way pipe, an inner pipe is arranged in the foaming pipe, and a cleaning structure is arranged in the inner pipe. The cleaning structure comprises a second motor, a second rotating rod is arranged at the lower end of the second motor and penetrates through the foaming pipe and the inner pipe, a transmission structure is arranged at the lower end of the second rotating rod, a third rotating rod is arranged at the other end of the transmission structure, and connecting rods are evenly arranged on the surface of the other end of the third rotating rod. And the other ends of the four connecting rods are provided with scraping plates.
