The invention discloses a steel pipe pile splicing device and a construction method. The steel pipe pile splicing device comprises a steel pipe pile assembly, at least two crawling ladders and at least one splicing operation platform. The steel pipe pile assembly is divided into at least two steel pipe piles in the length direction of the steel pipe pile assembly, every two adjacent steel pipe piles are connected in a spliced mode, each steel pipe pile comprises an assembling splicing end and a connecting splicing end which are oppositely arranged, and at least one lifting part is arranged in the area between the middle of each steel pipe pile and the corresponding assembling splicing end. The crawling ladders correspond to the steel pipe piles one to one, are connected to the steel pipe piles and extend in the direction from the connecting and splicing end to the assembling and splicing end. When one splicing operation platform is arranged, the splicing operation platform is detachably connected with the steel pipe pile and is arranged close to the assembling and splicing end. Or, at least two splicing operation platforms are arranged. And the steel pipe piles can be safely and conveniently spliced and connected by an operator, violation operation of a lifting person of hoisting equipment is avoided, and the risk of high-altitude splicing operation is reduced.
