The invention discloses a grouting system and method for avoiding the floating risk of an implanted rock-socketed steel pipe pile. The grouting system comprises a steel pipe pile with a radial grout outlet, a first grouting pipe, a second grouting pipe, a first formwork, a second formwork and a sealing plate, the first formwork, the second formwork and the sealing plate are sequentially arranged in the steel pipe pile, a pile bottom cavity is formed between the first formwork and an end opening of the steel pipe pile, the discharging end of the first grouting pipe is communicated with the pile bottom cavity, and the discharging end of the second grouting pipe is communicated with the sealing plate. The discharging end of the second grouting pipe is arranged between the first formwork and the second formwork and communicates with the exterior of the steel pipe pile, and the feeding end of the first grouting pipe and the feeding end of the second grouting pipe are both arranged on the open side of the sealing plate. According to the grouting method, based on the grouting system, the grouting material added with the accelerator is pumped into the pile bottom cavity and the first annular space, so that the grouting material can be condensed and lose fluidity in a short time, the jacking effect and the buoyancy effect formed on the pile bottom in the follow-up grouting step are eliminated, and the floating problem is effectively solved.
