The invention provides a construction method for constructing a spoil cofferdam and a rockery through earthwork backfilling. The construction method comprises the following steps that an excavation area, a spoil site and an excavation flow direction are planned; measuring and verifying the original terrain and landform in the spoil site, and determining the size and the earthwork storage amount of the spoil site; vegetation, miscellaneous fill and sludge in the spoil site are cleaned; filling a spoil cofferdam at the periphery of the spoil site; after the spoil cofferdam is filled, slurry conveying pipelines are orderly placed at the top of the spoil cofferdam, a drain opening is formed in the spoil cofferdam, and an intercepting ditch is formed near the outer edge line of the spoil cofferdam; flushing and digging the flushing and digging area to form slurry, and leading the slurry to a spoil yard through a slurry conveying pipeline to stand, precipitate, drain water and solidify to form the rockery; after the rockery reaches the designed height, a side slope is constructed, and after the side slope is constructed, soil monitoring is conducted on the rockery through observation points.
