During use, a first sealing ring is pushed to the periphery of the inner wall of a bridge and culvert, an elastic cover is unfolded, water flow at one end of the bridge and culvert is guided into a device cylinder and discharged to the other end, and when a flow guide mechanism operates, a collision mechanism is linked to push a second sealing ring to the inner wall of a joint of two groups of bridges and culverts, so that collision of the inner side of the joint position is realized; the construction efficiency is improved.
