The invention discloses a seabed garbage cleaning device which comprises a garbage grabbing robot, an auxiliary storage and transportation robot, a garbage storage and transportation auxiliary ship, a signal cable and an umbilical cable. The auxiliary storage and transportation robot is connected with the garbage grabbing robot through an umbilical cable, negative pressure is formed, and grabbed garbage is sucked into the auxiliary storage and transportation robot through the garbage grabbing robot and then transferred into the garbage storage and transportation auxiliary ship. The garbage grabbing robot is connected with the garbage storage and transportation auxiliary ship through a signal cable; the garbage grabbing robot comprises an upper cavity, a lower cavity, a cavity mechanical claw and a robot propelling system, a negative pressure cavity is defined by the upper cavity and the lower cavity, and the cavity mechanical claw and the robot propelling system are arranged on the lower cavity. The invention further discloses a seabed garbage cleaning system. The seabed garbage cleaning system comprises the seabed garbage cleaning device and a controller. The invention further discloses a seabed garbage cleaning method. By means of collection, seabed sludge can be prevented from being stirred to the maximum extent, and the influence on benthic organisms in the collection process is reduced.
