The invention relates to a sewage intercepting and water retaining dam which comprises a dam body, a water passing hole is formed in the lower portion of the dam body, a containing hole communicated with the water passing hole is formed in the top face of the dam body, a water retaining device in an up-down sliding state is arranged in the containing hole, the water retaining device comprises a gravity adjusting box and a rotating part, and a mounting cavity is formed in the lower portion of the gravity adjusting box. A rotating part is rotationally connected into the mounting cavity and comprises a rotating body and movable blocks, a plurality of water collecting grooves are formed in the rotating body, the movable blocks are slidably connected into the water collecting grooves, when water passes through the water passing holes, the rotating part is driven by the water to rotate, and in the rotating process of the rotating part, the movable blocks form a telescopic structure in the water collecting grooves; and water is sucked from the water passing holes and then discharged out of the water surface, facing the upstream side, of the dam body through the water spraying part. The water retaining dam can automatically intercept and collect floating objects, enables the floating objects to be concentrated, is convenient to clean, and further has the function of adjusting the water level.
