The invention discloses a river silt in-situ cleaning and slope reinforcing device which comprises a silt cleaning unit, a mud water content intelligent control unit, a slope spraying reinforcing unit and a power unit. The sludge cleaning unit is used for cleaning sludge in the river channel; the mud water content intelligent control unit is used for controlling the water content of the sludge conveyed by the sludge cleaning unit; the side slope spraying and reinforcing unit is used for mixing the sludge conveyed by the mud water content intelligent control unit with a curing agent, and spraying the mixture to the river side slope through a rotary spray head for reinforcing; the power unit provides kinetic energy and electric energy for other units and controls other units to work. The invention further provides a method for carrying out in-situ cleaning and slope reinforcement on the river sludge by adopting the in-situ cleaning and slope reinforcement device for the river sludge. The riverway slope reinforcing device can clean riverway sludge while reinforcing the riverway slope, and time and labor are saved.
