The method comprises the steps of construction preparation, wherein an anti-fouling curtain is arranged on the outer side of a construction water area range; measuring the construction area by adopting a total station; a grab dredger is adopted for layered excavation, and a mud barge is adopted for transporting mud to a mud unloading point for outward throwing; foundation trench and inter-pile soil sea side excavation: extending a pipe head of a sand pump ship to a sea side part of an inter-pile area, and pumping mud and sand to form a sea side dredging section; excavation of soil between piles: excavating and dredging the soil between the piles by adopting a long-arm excavator ship; excavation is conducted on the bank side of the soil between the piles, wherein a long-arm excavator is adopted for excavation to form a bank side dredging section; all-terrain measurement is carried out, shallow points and shallow sweeping lines are determined, and the harbor basin shallow sweeping is carried out according to the shallow points and the shallow sweeping lines so as to ensure the dredging depth. According to the construction method, the problems that silt continuously moves and deposits in the digging groove, back silting is caused, and the dredging result is lost or reduced are solved, the dredging effect is guaranteed, and the dredging construction time is saved.
