The multi-dimensional and multi-level damping and energy dissipation rolling support comprises an upper seat plate fixed to the lower surface of a top beam and a lower seat plate fixed to the upper surface of the supporting column. The lower seat plate comprises a lower connecting plate, a rubber block, a rigid supporting plate, a plurality of vertical multi-stage anti-seismic dampers, a plurality of horizontal multi-stage anti-seismic dampers and a plurality of rigid wear-resistant balls; the upper seat plate is provided with a rigid annular fence arranged on the outer side of the rigid supporting plate in a sleeving mode, a plurality of horizontal multi-stage anti-seismic dampers are installed between the rigid annular fence and the rigid supporting plate in the annular direction, and a circle of vertical multi-stage anti-seismic dampers are distributed on the outer side of the rubber block. The invention has the advantages that: when an earthquake occurs, the annularly arranged balls can roll randomly according to the change of the vibration direction, so that multi-dimensional sliding between the top beam and the supporting column is realized; the multi-stage anti-seismic dampers and the spherical hinges which are horizontally and vertically arranged in the annular direction respond to changes of the vibration direction, and horizontal and vertical multi-dimensional and multi-stage anti-seismic energy consumption of the rolling support is achieved.
