The paved and modified pavement structure comprises a pavement surface layer, a buffer layer and a metal grating which are arranged above the old cement concrete base layer from top to bottom. According to the design method for paving and transforming, parameters of the metal grating and the buffer layer are quantitatively designed, so that microwave energy can be effectively utilized by the pavement structure. When the pavement is subjected to microwave maintenance, energy is retained in the asphalt layer through the reflection effect of the metal grating with the specific side length on microwaves, so that the energy utilization rate is increased; and meanwhile, the grading of the buffer layer is quantitatively designed based on the maximum shear strength, so that the interlayer stability of the pavement structure is ensured, and the performance strength of the modified pavement is further improved. And in addition, before the surface layer is paved in the construction, a microwave maintenance vehicle reheating procedure is introduced, so that interlayer bonding of the pavement is guaranteed, the quality of an additional paving reconstruction project is improved, and the service life of the road is prolonged.
