The invention discloses a concrete structure repairing and protecting material and an application method. The repairing and protecting material is of a two-component system, the first component system is a repairing component, and the second component system is a protecting component; the repairing component comprises the following raw materials in percentage by mass: 10-15% of a cement material; 8%-10% of fine sand; 25%-40% of coarse aggregate; 5%-8% of a fiber material; 8%-10% of inorganic filler; 25%-40% of water; the protective component comprises the following raw materials in percentage by mass: 18%-35% of diethanol amine; 20%-25% of lithium silicate; 5%-15% of sodium gluconate; and the balance of water. The mode that the repairing components are matched with the protection components is adopted, the repairing components and the protection components are constructed and mixed step by step to form the repairing enhancement layer, the surface compactness of the repaired structure is enhanced, the anti-permeability is improved, reinforcing steel bars in concrete are protected while repairing is conducted, and meanwhile the repairing and protecting effects of the reinforced concrete structure are achieved.
