A sleeve is arranged at the lower end of the power head, a drill rod is arranged in the sleeve, the drill rod upwards penetrates through the power head and the flange, a connecting disc is arranged at the top of the drill rod, the connecting disc and the flange are fixed, and a drill bit is arranged at the bottom of the drill rod. The invention further discloses a cast-in-place pile forming process. According to the cast-in-place pile machine and the cast-in-place pile forming process using the same, after soil taking is completed, the drill rod is withdrawn, the reinforcement cage is placed in the sleeve, concrete is input, meanwhile, the sleeve is withdrawn, the construction efficiency is improved, it is ensured that the reinforcement cage is located in the center of a cast-in-place pile, and the pile quality is improved.
