The invention relates to a rainwater comprehensive utilization system and a water-saving control method thereof. Comprising a rainwater adjusting tank, a clean water tank and a reclaimed water adjusting tank which are all provided with water level gauges; the rainwater adjusting tank and the reclaimed water adjusting tank are respectively communicated with the clean water tank; a water regulating valve is arranged at the water outlet end of the reclaimed water regulating tank; a water inlet adjusting valve is arranged at the water outlet end of the clean water tank; the rainwater comprehensive utilization system is further provided with a water treatment monitoring management platform. The output ends of the rainwater pool water level gauge, the clean water pool water level gauge and the reclaimed water pool water level gauge and the control ends of the water using adjusting valve and the municipal tap water inlet adjusting door are connected with the water treatment monitoring management platform. Compared with the prior art, through the installed water level gauge, the specific water consumption of garage water, greening water and ground landscape water and local weather forecast can be visually and rapidly metered, and the water-saving control mode is dynamically adjusted.
