The invention discloses a shield normal-pressure tool changing method in a water-rich sandy cobble stratum. The technical problem that an existing tool changing method is high in safety risk in the water-rich sandy cobble stratum environment is solved. The method mainly comprises the following steps: (1) preparing slurry; (2) surveying and setting out; (3) the plain concrete pile is drilled; (4) pouring plain concrete piles; (5) plain concrete piles are constructed in front of and on the two sides of the cutterhead; (6) manhole drilling; (7) to (9) cutter replacement; and (10) plugging the manhole. The method has the advantages of being high in safety, low in risk, stable in tunnel face, not prone to collapse, high in tool changing efficiency under normal pressure and the like.
