The invention discloses an offshore wind power underwater pile driving device which comprises a main body (1) and an inserting tip (2), the inserting tip comprises an expansion section (21) and a reducing section (22), the upper end of the expansion section is connected with the bottom of the main body, the lower end of the expansion section is connected with the reducing section, a plurality of hydraulic racks are installed on the side wall of the expansion section, and the hydraulic racks are connected with the main body. A hydraulic cavity is formed in each hydraulic rack and connected with a hydraulic system, and racks are fully distributed on the outer sides of the hydraulic racks. The connecting strength of the pipe pile and the driving-replacing inserting tip can be adjusted by adjusting the tensile force provided by the hydraulic system, the underwater pipe pile can be adjusted through the device, and then the installation precision and the installation quality of the underwater pipe pile are improved.
