The middle of the soft belt wraps the outer edge face of one side of the high-pressure steel tube tower (10), the two tower body sub-belt ends at the two ends of the soft belt are connected to the outer edge face of the other side of the high-pressure steel tube tower, and the ladder stand sub-belts at the two ends of the soft belt wrap a ladder stand of the high-pressure steel tube tower and then are connected to the outer side of the ladder stand.
