The invention provides an underwater laying device for a bulwark geotechnical material of a high-temperature gas cooled reactor nuclear power station. The underwater laying device comprises the geotechnical material, a winding drum, an anchorage device, a rope and an anchor float, the first end of the geotechnical material is wound on the winding drum; a plurality of fixing areas are arranged at the second end of the geotechnical material in the width direction, and the anchorage devices, the ropes and the fixing areas are arranged in a one-to-one correspondence mode; the first end of the rope is fixed to the anchorage device, a buckle is formed in the middle of the rope and is tied to the fixing area, when the geotechnical material pulls the buckle in the first direction, the buckle fastens the fixing area, and when the second end of the rope is pulled in the second direction, the rope is disengaged from the fixing area; the second end of the rope is fixed to the anchor float, and the anchor float is arranged at a preset position.
