The invention relates to a water outlet pool stilling device and a water flow smoothing method thereof. Energy dissipation and impact reduction devices are arranged on the two sides of a contraction section, connected with a tunnel, of a water outlet pool, and the bottoms of the energy dissipation and impact reduction devices and the pool bottom of the water outlet pool are fixed together in a pouring mode; the energy dissipation and impact reduction device is provided with an upstream arc surface, a downstream arc surface and a connecting straight surface; a hollow cavity is formed in the energy dissipation and impact reduction device, a plurality of upstream arc surface round through holes are formed in the upstream arc surface, a plurality of downstream arc surface round through holes are formed in the downstream arc surface, and the upstream arc surface round through holes and the downstream arc surface round through holes are all communicated with the hollow cavity; and a plurality of energy dissipation rods are mounted in a hollow cavity between the upstream arc surface and the downstream arc surface. According to the invention, the flow state can be smoothed, and excess energy can be reduced.
