The invention discloses a permanent and temporary combined cliff bridge protection retaining structure which comprises a river-side retaining wall, a mountain-side supporting system and a pile foundation abutment. The river-side retaining wall is fixed on a river bank intersected with the mountain, the mountain-side supporting system is fixed in the mountain and connected with the pile foundation abutment, and the pile foundation abutment is arranged on the slope surface of the mountain and located between the river-side retaining wall and the mountain-side supporting system; and a plurality of pile foundations are arranged on the pile foundation base station. According to the method, two-side supporting and reinforcing are provided for the pile foundation abutment by constructing the mountain-leaning side supporting system on the mountain-leaning side of the steep cliff and constructing the river-near side retaining wall on the river-near side of the steep cliff, and an operation platform is provided for early-stage bridge pile foundation construction through the mountain-leaning side supporting system and the river-near side retaining wall which are located on the two sides of the pile foundation abutment; the anti-scouring protection effect can be provided for the constructed bridge pile foundation in the later period; the structure is simple and stable, construction materials can be effectively saved, the construction safety wind direction is reduced, and meanwhile an important guarantee effect can be provided for bridge construction under the same conditions in the future.
