The invention provides a cooling and dust falling device for earthwork construction and an excavator. The device comprises a connecting pipeline assembly; the heat dissipation assembly is communicated with the water outlet of the connecting pipeline assembly; and the spraying assembly is communicated with the water outlet of the heat dissipation assembly, and a water inlet of the spraying assembly is connected with the water outlet of the heat dissipation assembly. Water is conveyed through the connecting pipeline assembly and then flows to the spraying assembly after flowing through the heat dissipation assembly, the water exchanges heat with the oil cylinder of the excavator body in the flowing process in the heat dissipation assembly so as to cool the oil cylinder, heat dissipation of the oil cylinder is achieved, and the service life of the oil cylinder is prolonged. The sealing element is prevented from being easily damaged and failed because the oil cylinder is in a high-temperature state for a long time; and the dust is sprayed to the digging position of an excavator bucket of the excavator body through the spraying assembly, so that the purpose of dust falling can be achieved.
