The system is composed of a regulation and storage unit, a pump station and a control unit, the regulation and storage unit is arranged below an underpass approach and does not occupy extra land, a plurality of regulation and storage ponds connected in series are arranged in a step shape, and road surface rainwater of an underpass is collected and discharged into the regulation and storage ponds for temporary storage. In the whole rainfall process, the control unit dynamically controls the flow discharged into the pump station by the regulation and storage pool according to the rainfall capacity, so that the flow discharged into the pump station at the rainfall peak value is reduced through peak-shifting regulation and storage of rainwater in the rainstorm peak value time period, rainfall in extreme weather is effectively coped with, and inland inundation of the underpass caused by the fact that the pump station exceeds the discharge capacity and is not discharged enough is prevented.
