In the whole rainfall process, the control unit dynamically controls the flow discharged into the pump station by the regulation and storage pool according to the rainfall capacity, so that the flow discharged into the pump station at the rainfall peak value is reduced through peak-shifting regulation and storage of rainwater in the rainstorm peak value time period, rainfall in extreme weather is effectively coped with, and inland inundation of the underpass caused by the fact that the pump station exceeds the discharge capacity and is not discharged enough is prevented.
