The invention discloses a landscape-considered clean water reservoir and building superposition arrangement method, which comprises the following steps of: 1, excavating a foundation pit according to design requirements, and constructing a rectangular clean water reservoir in the foundation pit; side walls, a bottom plate and a top plate of the rectangular clean water tank adopt reinforced concrete tank body structures; a guide wall in the clean water tank adopts a concrete wall body and is used as a support of the top plate; 2, constructing an annular building on the top plate, wherein an inner ring structural column of the annular building is supported on the bottom plate; the center line of the outer ring of the annular building is tangent to the side wall of the rectangular clean water tank, the outer ring structure column located at the tangent position and the side wall of the clean water tank are of an integrated reinforced concrete structure, and the other outer ring structure columns are supported on the bottom plate; and 3, vent holes are formed in the top plate outside the annular building, and vent pipes are vertically and upwards arranged at the vent holes. The upper space of the clean water tank with the largest occupied area is used for overlapping buildings, tail water is used as a landscape water source, and the purposes of reducing the occupied area of a project, saving project investment and achieving ecological benefits and social benefits are achieved.
