The invention discloses a pipe-jacking tunneling construction method for a hard rock stratum. The method comprises the following steps that information of the height and the trend of a hard rock of a receiving well, the position of a hard rock jacking hole and the jacking gradient of the hard rock is determined; a plurality of sets of cutters are arranged on a cutter head of the first pipe jacking machine according to the information; after the first pipe jacking machine jacks to a designed position, pipe withdrawing and slurry filling are carried out; when the first pipe jacking machine retreats to the position of the through-wall pipe, retreating is stopped, so that the first pipe jacking machine blocks the tunnel portal, and after the mixed slurry is solidified, the first pipe jacking machine retreats; and the starting well recovers jacking of the second pipe jacking machine, and jacking is conducted to the receiving well for receiving. The first pipe jacking machine is used for reversely breaking the hard rock in the receiving well, then the first pipe jacking machine is dragged out, and grouting is carried out while dragging is carried out, so that breaking of the hard rock is achieved, normal jacking of the large-section second pipe jacking machine is guaranteed, and smooth proceeding of a project is guaranteed.
