The invention discloses a composite anti-seepage system suitable for an earth and rockfill dam on a soft foundation and a construction method of the composite anti-seepage system. A traffic corridor is arranged on a dam foundation of the earth and rockfill dam; the dam foundation diaphragm wall is arranged in the dam foundation and connected with a bottom plate of the traffic corridor. The anti-seepage core wall is arranged in a dam body of an earth and rockfill dam on the top of the traffic corridor and connected with a top plate of the traffic corridor. The anti-seepage core wall, the traffic corridor, the dam foundation anti-seepage wall and the anti-seepage curtain on the same longitudinal axis are tightly connected to form an earth and rockfill dam composite anti-seepage structure with a foundation riverbed as a deep covering layer soft foundation, and a good composite anti-seepage system is formed. According to the traffic corridor, an upper project and a lower project of the corridor can be developed at the same time, leakage safety monitoring is conducted in the traffic corridor, and grouting is conducted repeatedly when leakage occurs to ensure the anti-seepage effect of the whole reservoir dam; after a project is built, monitoring, management, repair and maintenance are facilitated, the management, operation and maintenance cost is reduced, and the method has the advantages of being convenient and safe to construct, short in construction period and remarkable in economic benefit.
