The lifting outer wall coating construction device comprises a bottom plate, a rotary table, a rotary tower, a cantilever, a first steel wire rope motor, a pulley, a front steel wire rope, a spray head fixing device, a coating spray head, a coating box, a second steel wire rope motor and a rear steel wire rope, and wheels are arranged on the two sides of the bottom plate; the rotary table is rotationally mounted on the bottom plate; the rotating tower is fixed on the turntable; the cantilever is fixed at the top of the rotating tower; the first wire rope motor is fixed on the turntable; the pulley is fixed at the front end of the cantilever; one end of the front steel wire rope is connected with the first steel wire rope motor; the nozzle fixing device is fixedly connected with one end of the front steel wire rope penetrating through the pulley; and the coating nozzle is fixed on the nozzle fixing device. The paint spraying head can be controlled to reach any position of the outer wall through the wheels and the rotary table, then the paint spraying head is controlled to ascend and descend through the front steel wire rope motor to spray the outer wall, the working efficiency is high, the outer wall does not need to be manually sprayed at a high position, and potential safety hazards of operators are reduced.
