The invention discloses a low-frequency broadband seismic metasurface structure which comprises metasurface unit cells arranged periodically, each metasurface unit cell is composed of a base body and a scattering unit embedded in the base body, and the center of the scattering unit coincides with the center of the base body; and each scattering unit comprises one or more scatterers which are used for forming metasurface structures with different band gap frequencies. The low-frequency broadband seismic metasurface structure can form a complete forbidden band to prevent propagation of Rayleigh waves, can also form a negative energy band, can convert the Rayleigh waves into body waves, and expands the attenuation domain of the Rayleigh waves; rayleigh waves can be reflected or converted into body waves, and the influence of seismic surface waves on the structure is greatly reduced, so that the safety of the structure is ensured.
