The invention provides a water-permeable turbulent flow type scouring protection device and an evaluation method thereof, and relates to the field of scouring protection. The protection device comprises a protection base and a permeable baffle, the protection base is a frustum-shaped shell with the high middle and the low periphery, and a center hole is formed in the protection base and used for being in positioning fit with a foundation pile body; a plurality of first water permeable holes are formed in the outer side surface of the protective base and are arranged at intervals in the circumferential direction of the central hole; the water-permeable baffle is fixed on the periphery of the protective base, and a plurality of second water-permeable holes are formed in the water-permeable baffle; the permeable baffle is further provided with a plurality of grooves, and bionic grass is installed in the grooves. The protective base is fixedly connected with the permeable baffle through a steel truss structure, bionic grass is further fixed to the steel truss structure, and a plurality of breeding ropes are connected between the upper portion of the protective base and the permeable baffle. The water permeable baffle and the protection base play a secondary energy dissipation role on water flow, the scouring protection effect is achieved, and the purpose of micro-ecological breeding is achieved under the combined action of the breeding rope and the bionic grass.
