The design method in the prior art cannot completely solve the problem of a buffer anti-falling beam device added under the action of pulse type earthquake action or a built bridge. According to the method, a seismic mitigation and isolation support and a buffering anti-falling beam device are designed separately, independence of the seismic mitigation and isolation support and the buffering anti-falling beam device is guaranteed, and the seismic mitigation and isolation support and the buffering anti-falling beam device have design correlation in function on the basis of independent design due to the fact that deformation of the seismic mitigation and isolation support and the buffering anti-falling beam device is caused by displacement of an upper structure. The shock absorption and isolation support and the buffering anti-falling beam device are designed separately, independence of all the parts is guaranteed, installation of the combined shock isolation device is facilitated, and a reasonable basis is provided for supplementary installation of the anti-falling beam device for a built bridge.
