The epoxy resin cement-based repair material is prepared from the following raw materials: cement, quartz sand, water, epoxy resin emulsion, an epoxy resin curing agent, nano silicon dioxide, polyvinyl alcohol fibers, steel fibers, a defoaming agent and a water reducing agent. In the prepared epoxy resin cement-based repair material, the epoxy resin emulsion is combined with the nano SiO2, the polyvinyl alcohol fiber and the steel fiber, so that the cohesiveness of the repair material can be obviously enhanced, the bonding effect is enhanced, and the fluidity is reduced; the epoxy resin cement-based repair material prepared by the invention has excellent breaking strength, splitting tensile strength and interface flexural tensile strength.
