The system predicts a rainfall initial rainwater pollutant concentration process and a peak value through an urban rainfall runoff pollution transmission model, determines initial rainwater collection duration through an initial rainwater collection method, collects initial rainwater by adopting an initial rainwater collection device, and realizes intelligent collection of the initial rainwater. Only a rainwater collecting opening needs to be transformed for a built rainwater pipe network, the initial rainwater collecting device is connected with a rainwater opening, a municipal sewage pipe and other devices in a municipal pipe network, a newly-built rainwater pipe network can be built in a matched mode, and the rainwater collecting device has the advantages of being low in cost, easy to maintain, good in adaptability and high in pollution collecting efficiency.
