The construction method comprises the steps that S1, a landfill construction area is divided; s2, air guide layer construction is conducted on each area, then geotechnical impermeable membrane laying is conducted, and after geotechnical impermeable membrane covering is completed, drainage protection layer laying is conducted; s3, paving a temporary shortcut along the contour line of each area, and paving a plain soil layer along the extension direction and the width direction of the temporary shortcut; s4, after the plain soil layer is paved to the preset elevation, the plain soil layer is compacted through a road roller; and S5, planting ecological restoration vegetation on the surface of the plain soil layer. Regional division is carried out according to terrains, construction is carried out in different regions, and therefore the construction efficiency is improved, the seepage-proof film is arranged to effectively prevent surface water from infiltrating, the soil covering layer is arranged, the aging life of a seepage-proof film system is prolonged, and the fireproof safety performance of a pile body is greatly improved.
