The invention relates to the technical field of construction auxiliary equipment, and discloses a high-altitude construction safety protection device which comprises two rotating rings arranged in a rotating mode, a safety rope penetrates through the two rotating rings in an extruding mode, protruding blocks are arranged on the rotating rings in a rotating mode through shaft bodies, and the outer side faces, located on the downstream portions of the shaft bodies, of the protruding blocks are arc-shaped and protrude out of the rotating rings. A limiting piece is elastically arranged in the rotating ring in a sliding mode, and an inserting plate which is elastically matched with the end of the limiting piece in an abutting mode is connected to the rotating ring in a sliding and inserting mode. According to the safety rope locking device, the protruding block can be locked to decelerate and lock the safety rope when the hanging basket falls, and the protruding block can be unlocked to prevent the safety rope from being extruded by the protruding block to be decelerated and locked when the hanging basket does not fall and operates stably, so that the extrusion force borne by the safety rope is kept at a small value; the damage speed of the safety rope is greatly reduced.
