The invention provides thermal-insulation anti-crack mortar based on building waste and application of the thermal-insulation anti-crack mortar. The preparation raw materials of the thermal-insulation anti-crack mortar comprise powder and modified polystyrene particles, the powder material comprises the following components: cement, redispersible latex powder, an auxiliary agent and modified rock wool fiber; the modified polystyrene particles are obtained by modifying waste expanded polystyrene boards, and the surfaces of the modified polystyrene particles are coated with latex powder particles; the modified rock wool fiber is obtained by modifying waste rock wool, and the surface of the modified rock wool fiber is coated with latex powder particles. The thermal-insulation anti-crack mortar provided by the invention not only has relatively high strength and excellent anti-crack performance, but also has relatively low water absorption.
