The composite fluorescent ceramic is composed of Ce: YAG fluorescent ceramic and a YAG transparent ceramic chip from top to bottom. The preparation method comprises the following steps: firstly, preparing the YAG transparent ceramic wafer; secondly, preparing a Ce: YAG tape casting biscuit; and finally, combining the Ce: YAG tape-casting biscuit with the YAG transparent ceramic wafer up and down, and sintering in a vacuum sintering furnace. According to the invention, the Ce: YAG casting biscuit is sintered on the YAG transparent ceramic chip by adopting a co-firing scheme, and is tightly bonded with the heat dissipation substrate, so that the heat dissipation performance is excellent, and the luminescence is stable; meanwhile, the size of the fluorescent ceramic is in the millimeter level, the light emitting area is smaller, the brightness is higher, and the light shaping difficulty is lower.
