The invention provides a high-temperature gas cooled reactor spent fuel heat shield modular construction method which comprises the following steps: when a spent fuel vertical shaft is subjected to concrete construction, an embedded steel plate is arranged on the side wall of the spent fuel vertical shaft, a guide rail is mounted on the embedded steel plate, and the guide rail extends in the height direction of the spent fuel vertical shaft; a heat shield cylinder is divided into a plurality of sub-modules, the sub-modules are manufactured in a prefabricated mode, and supporting assemblies are arranged on the outer sides of the sub-modules; the position of the guide rail is measured, the supporting length of the supporting assembly is adjusted according to measurement data of the guide rail, all the sub-modules are sequentially hoisted into the spent fuel vertical shaft, and all the sub-modules are arranged in the height direction of the spent fuel vertical shaft; and when the sub-module is hoisted, one side, far away from the sub-module, of the supporting assembly is embedded in the guide rail.
