The construction method comprises the following main construction steps that (1) construction of a cofferdam, a working well and a tunnel base is completed; 2) completing prefabrication of a tunnel body in the fabrication well; the construction method comprises the steps of (1) preparing a tunnel body, (2) conveying a cofferdam to a receiving well, (3) opening the cofferdam and conveying one end of the tunnel body to the receiving well from the preparing well, (4) placing the two ends of the tunnel body on tunnel bases of the preparing well and the receiving well respectively, and (5) continuing follow-up construction until all the constructions.The construction method has the main advantages that the construction method is especially suitable for underwater highway tunnels, continuous navigation is achieved, the construction cost is low, and the efficiency is high.
