The method comprises the steps of determining structural parameters of a BP neural network, constructing and training a BP neural network model, adjusting and testing parameters of the BP neural network model, obtaining the trained BP neural network model to predict waterlogging of a community, and obtaining output parameters of a waterlogging occurrence probability and a waterlogging influence range. Generating different levels of waterlogging early warning information and starting corresponding flood and waterlogging prevention measures; the invention relates to the technical field of hydro-meteorological monitoring and early warning monitoring, and can timely and accurately predict the occurrence probability and the influence range of waterlogging in a community and issue early warning, thereby improving the coping capability of residents in the community and reducing the influence of waterlogging on the life and infrastructures of the residents in the community.
