The two winding rollers are arranged in parallel, and the outer walls of the two winding rollers are each fixedly connected with two tensioning hoops which are distributed up and down. By arranging the limiting mechanism, the limiting frame is prevented from loosening, the stability and safety during construction are improved, meanwhile, the limiting frame can be fixed to the surfaces of bridge columns with different thicknesses by adjusting and controlling the winding length of a tensioning hoop, the use range of the device is greatly widened, the use flexibility of the device is expanded, meanwhile, the lifting mechanism is arranged, and the lifting mechanism is used for lifting the bridge columns. The local self-locking effect is achieved, the situation that the lifting carrying platform falls down is avoided, and the safety of a maintainer in the construction process is greatly improved.
