The invention discloses a double-layer riverway suitable for a seasonal river in a water-deficient city. The double-layer riverway comprises a main riverway, an overflow well, a flow abandoning well, a rainwater pipe and a pollutant intercepting trunk line, the two ends of the main river channel are connected with an existing river channel, the main river channel comprises an upper-layer river channel and a lower-layer river channel, and the upper-layer river channel and the lower-layer river channel are separated through a river channel separation plate. The overflow wells are arranged on river banks on the two sides of the main river channel and communicate with the upper-layer river channel and the lower-layer river channel correspondingly. The discarding wells are arranged on river banks on two sides of the main river channel and are communicated with the overflow wells; the rainwater pipe is communicated with the discarding well; the pollutant intercepting main lines are arranged on the two sides of the main river channel and communicate with the flow abandoning wells. The system can serve urban landscapes and leisure of citizens in non-flood seasons, the sludge discharge capacity of a lower-layer river channel is improved, the operation and maintenance cost is reduced, initial rainwater discarding can be achieved, and efficient utilization and space-time allocation of river water resources can be achieved.
